VIGIL is a private, international anti-terror network – aiming to disrupt terrorist activity and silence those extremists who, wittingly or unwittingly, act as a conveyor belt progressing future terrorists. While many extremists are not terrorists, all terrorists are extremists.
VIGIL is very wary. Extremists need the media like oxygen to continue to recruit. VIGIL works with the media only when extremists are further blackened by any coverage or the public and authorities need to see for themselves what is happening. VIGIL attacks the pipeline as well as the contents of the pipeline of terror. VIGIL’s coverage is fast-growing – including infiltration of university campuses, mosques, extremist societies and sects, councils, businesses and many online locations.
The VIGIL network is headquartered virtually. Its strategic team makes decisions from London . Its backer - the VIGIL Foundation - is located in an undisclosed international location. VIGIL was named after the peace vigil which occurred in London after the 7/7 bombings – when people of all races and creeds, and from myriad countries, stood admirably together shoulder to shoulder in the name of peace against terrorism.
The VIGIL anti terror network exists because the police and security services are overwhelmed by the scale of the current terrorist threat. In Britain alone there are 3,000 individuals who have been through Al Qaeda training camps and 16,000 Al Qaeda sympathizers. This is too many suspects for the authorities to be keeping an eye on by themselves – the whole of the FBI, CIA, MI5 and UK police force would have to be focused 24/7 on this threat alone and forget other hotspots. There is unquestionably a need for some level-headed, private surveillance (in the UK and elsewhere) which the police and security services do not have to sacrifice resource for. VIGIL – working online and offline – is just the ticket. VIGIL supplies intelligence free of charge to the authorities.
Most of the VIGIL team are volunteers. Many have intelligence or military backgrounds and are retired from service but still want to use their valuable experience to track down terrorists and extremists and to disrupt terror activity round the world. VIGIL provides a trusted interface between these former professionals and their working counterparts. VIGIL ensures that authorities are aware of VIGIL’s activities so that there is no disruption of existing plans. VIGIL is vigilant – certainly not vigilante - and operates at all times within the law. VIGIL is very much so a mainstream organization.
VIGIL has a simple strategy – to collect as much high quality intelligence as possible about terrorists and extremists and to collect it in such a way that it can be used in courts of law as valuable evidence. Terrorists and extremists think ever more deceitfully – VIGIL provides back up to its terror trackers by providing translating, encryption, legal, technical and expert help. VIGIL’s experts range from linguistic to IT to banking experts. VIGIL has a transcribing and a translating division working 24/7 to make sure that evidence is correctly presented for court use in the requisite language(s).
VIGIL – a non-profit network - is essentially non political and non religious. Its pursuit of Islamist terrorists occurs simultaneously with its pursuit of Tamil Tiger terrorists and other brands of terrorists. VIGIL’s team is made up of individuals of many races and creeds – including Muslims, Christians, Hindus and those of other religious beliefs. Anti terror is VIGIL’s sole angle – VIGIL pledges not to recruit bigots of any description and all members are subjected to rigorous background checks, which prior to appointment are then reviewed by the VIGIL strategic committee. VIGIL occasionally uses extremists – without them knowing it – in the course of infiltrations.
VIGIL firmly believes that the global struggle against terrorism can and will be won. That terrorists are the weakest human beings – the worst cowards and the most spineless fools. That extremists are little men who need to hide behind heated words and ideologies with associated shock factor – often using and abusing the world’s great religions and their womenfolk in the process - and should be thoroughly exposed.
VIGIL asks individuals to join its network and generally rejects offers from outside. VIGIL is structured in units across four time zones, so is a 24/7 operation. Units do not ever talk to each other and are sometimes made redundant. This prevents the network from being infiltrated and allows VIGIL’s strategic directors to implement strategy without getting bogged down with the smaller picture.
